Building in Faith – NEXT STEPS
Building In Faith was a presentation given by the chairman of the property task force Graham Pathuis on the 4th March 2018. Over nearly two hours he outlined the background, the rationale and the process around the concept development. Below is a precis of his next steps presentation…
About the site development some have asked: “when’s it going to start”. Everyone likes to see something happening, but like any project of this size, preparation is everything. In many respects the timing of the first “turning the sod’ depends on:
- statutory approvals,
- ability or capacity of the church to fund the development,
- who can help with things we still need to do in preparation and/or,
- how much we’re prepared to pay others to do it.
In relation to statutory approvals and planning consent, this will include seeking God’s direction through prayer and openness to His leading. Additionally, it will comprise of consultation with regulatory bodies including Council applications. This commenced in March-April 2016 with pre-lodgement consultation, with the next step being the preparation of the Development Application planning report (June 2018), followed by the Development Application in July 2018. Lord willing, anticipated planning approval is potentially November 2018.
Alongside the planning and DA conversation is the securing of capital funding. In other words, how in faith the project is to be financed. This was commenced last June in a special meeting where the church agreed to set a target of $150,000pa for contribution to the building fund during the 2017/18 financial year (approx. $25/wk/unit). As at end of February close to $54,000 has been contributed to the building fund this financial year. The target for this stage of the year is $100,000, so we are sitting at about 54% of our target. Given extra savings that figure will be closer to $93,000 = 62% (not including General account surplus funds). Whilst this is below target, it is an encouraging initial step of faith in the congregation toward securing capital funding.
Over the coming months March-May the team will develop a capital funding strategy. This will include consideration of various funding sources:
- church reserve funds/savings (our general fund has been in the ‘black’ for this financial year providing increased savings);
- gifts and bequests;
- fund raising;
- member loans;
- agency grants;
- capital assets.
Further ‘next steps’ include: detailed design documentation would be developed (Nov 2018-March 2019); then Building Rules Certification (March-June 2019); Procurement – tendering and who’s going to build (June-July 2019); commence (Sept 2019).
What Can You Do? Maintain sense of excitement and anticipation; be patient; encourage and support; pray – team, direction, funding and partnerships, authorities; participate – feedback and funding.
This is an exciting project, and as the church continues to grow and God continues to lead, we believe in faith that God will provide through His people. This is no small build. Nothing of significance ever took place without sacrifice. God is increasing our faith as a congregation as we anticipate this build and the impact it will have for current and future generations.
